Upgrades now should work properly :

the experience-techlevels that are higher than the researched tech
of the race are no longer downgraded or give an error (especially in
partial upgrades)
It actually doesn't matter at the moment what you put for the tech in partial
upgrade, MAX would be the correct statement, but at the moment it can be anything
(it is overwriten to the correct tech). This behaviour may change in the future
to enforce semantically correct orders, so get used to MAX.
